Since we have effectively two camps, each with differing views on the 
subject, and diddering predicated outcomes. It would be most instructive 
if Kent and Don "have a go" at the Moscow Campaign (and beyond) to see 
what effects they actually see.

Note, the rule may go somewhere to explain and mimic the need to delay 
the 1942 and 43 German Summer offensives on the eastern front.

All to often the campaigns lift off with hours of the mud looking like 
it is drying
