I don't think anyone will play with the rule as you are quoting it, but I
might be wrong. Right now the rules are you are at half strength because
you are out of supply and then you need to suffer an exchange on top of it.
The suggested rule some one has come up with would negate one or the other
effects of being OOS. Either one would doom the Soviets. The OOS exchange
rule is a kludge. It is designed specifically to weaken the German Army as
it advances deeper into Russia. So the German army can fall on the border
armies and tear them apart relatively bloodlessly, but once they move OOS
every attack will cause the Germans to flip a 6-5. Thus there will be a
point at which the German player will no longer accept the 6-5 flip to kill
a single 1-4. This allows the Soviets to form a defensive line with less
than corp strength units.
Unfortunately, when CWIE1 was coded multihex combat was not included. This
omission exuberated the effects of OOS combat beyond what the designers
intended. With multihex combat, a stack of 6-5's could attack three hexes
containing 1-4's as one combat. An exchange under this system would
eliminate all three 1-4's and still only cost one 6-5 flip. CWIE2 is coded
for multihex combat and it works. A good tactician can figure out how to
reduce his OOS combat exchange losses by at least 50%. This should greatly
reduce the impact of OOS combat and additional rules to negate its effects.
If you are playing face to face or with a computer playing aid then you
should be able to use multihex combat without waiting for CWIE2 to be
released. When the full effect of the attrition option in CWIE2 has been
playtested we may find that we are able to do away entirely with a bunch of
rules that were included for play balance and have not connection to the
real world.
