[WarInEur] oos attacks

Sorry, haven't tried it.  Actually, not sure what the rule is saying.  Is it 
attack at 1/4 face value and avoid the exchange?  Your combat factors are 
already halved for being OOS.  So I think another half would be 1/4 of face 
value.
