That is correct Kassel, is the home of the large Henschel works, heavy  
repairs and erection shops. Specialising  in such equipment was probably  the 
reason that Tiger production was zoned by Henschel at this plant when the  war 
came. Essen was the home of lots of the "heavy stuff" Armour Plate, Barrels  etc 
etc and railway locomotive construction. Home of the redoubtable  Freidrich 
Krupp, of steel fame.
 
Hence the pseudo logic of placement.
 
A rare example in the game of tying units to particular areas.
