[WarInEur] either bug or I am not doing something right Cannot place Axis RR unit on map

I do know "now as I had forgotten" that RR can only come in at Essen (and
MSU only at Kassel". There needs to be some kind of notation of that in the
reinforcement placement.

Well Don seemingly has met the problem on placement. His solution was to 
enter the production screen, then return back to the map to place the 
units, and they then functioned normally. No idea why that should be, 
but my suspicion might be a (now) mispositioned check routine that 
initialises on entry to the placement phase, but is not called at other 
times.

Let us all know if that procedure solves the problem.
