[WarInEur] Another possible bug - Rail gage in Soviet Occupied Poland

Another something I noticed - you can tell I am bored at work today.

Version 0.9.53
1941 Camoaign - War in Europe.

The Rail lines in the part of Poland occupied by the Soviets at the start of
the game are listed and repaired (By Axis RR) as European gage. Shouldn't
those be Russian Gage at the beginning of the game? The Occupoed Baltic
counties are set correctly (Russian gage).
