7th Cycle - Week 2 Second turn of Campaign

Axis Political point total which was 60 in the first turn has dropped to 42
in the second turn. Under the "Changes Box" it is showing 18 entries for
"Soviet Entered P/C: -1". In effect the system has subtracted PPoints for
Soviet Personnel Centers being entered by Soviet Forces BEFORE the Axis ever
occupied the centers.

I have not yet gotten far enough to see what happens as the Axis captured
personnel centers.
