I hated to even bring it up but color blindness issues are something I pay
attention to since I am red-green color blind. Sometimes distinctions that
are glaringly obvious to most people become so slight they are useless.
I had a particular problem with "World in Flames". I had to go and put
initials on the British and Italian counters since they looked the same to
me.
It even gets more complicated with physical counters since the lighting can
make a major difference in how the colors look. Colors that are distinct
under incandescent lamps can become identical under florescent.
Having position, shape and location clues can be a big help. If you find a
set of colors that works for me it may be useless to someone with a
different type of color issues.
The other helpful process is to give the player the ability to choose his
own color combinations. Like I said before - being able to custom the
counter colors is a major help. I am lucky that the "SPI" color set works
for me. The DG color set tends to cause issues with the CW and Italians.

Suggestion is:-
Use a system like the traffic lights system...where red and green are
used, but placement and order allows no colour blindness issue
