Actually all of this discussion tripped up an idea I had been idly
fiddling with.
The problem being how to incorporate it into the existing military system
and thus make it possible as an add on without breaking everything or
rinventing the wheel.
Nations are in any camp andhave the following states.
neutral as before
Aligned no military effects but political
Pro active provide overflight rights and supply and transit, and
entertain up to 10% of the parent powers units only its territory (10%
in numbers, of the "neutral" country. At any given time 10% of that
country's armed forces are movable by the parent power. No offensive
operations may be undertaken with them. Defined as they may not enter en
enemy zoc outside of their home territory. So they cannot fight.
The parent powers units are comnpletely unfettered, but if they engage
in an attack on that country's home soil the country is automatically at
war with whoever was attacked.
Allied...full active allied play.
As regards political movements.
IF any neutrals territory adjoins that of the major power 's control-
defined as one geographical area into which that power may station one
ore more units. (i.e. in its _directand indirect _ control), so it is
effectively adjacent. Then the additional undue influence rule comes
into play.
Undue Influence
namely, for every capital major or minor that is occupied when such a
case exists, that nation's triggering requirement in political points is
moved 1 political point upwards or downwards in the direction of that
player/country/alliance., and vice versa if a capital is lost to that
player.
For the purposes ofthis rule, with regard to the British player, All
seas hexes to which the allied merchant marine has access in the game,
during the time in which access is possible without extraordinary
air/sea interdiction, is treated is treated as adjacent territory by the
neutral player, provided there is a major or minor port on that littoral.
I.E. Yugoslavia can be treated as adjacent by the CW player.
Note the effect is doubled if the allies are adjacent and so are the
axis. I.E. 1 pt is added in favour of the axis because they are
adjacent, and one more is added if the axis are also. ie. 1 pt for axis
gain of a capital and 1 point for allied loss.
Because not only does the sword of the enemy look that much sharper, but
the shield you have enjoyed is that much weaker.
This idea is submitted as a basis for further discussion, but could make
more sense of an already complex and difficult to plot situation.
