The Rules state:  'Surrender: Bulgaria surrenders when Allied units occupy Sofiya or when Rumania surrenders.'
 
I can't really see how they can surrender when they're not even in the war.
I'd say that Bulgaria would automatically surrender if they enter the war after Rumania has surrendered (and not been liberated).
This means that the Soviets must declare war on them (costing +5 political pts) or the Axis payer (foolishly) chooses to activate them when the Poticial point level reaches 60.
If Bulgaria does surrender the Axis loses access to the Tirkish and Iraqi resource centers (as well as Ploesti)
