[WarInEur] Vichy French surrender and Balkans issues

What happens if a Vichy surrender has not occurred by the time Axis troops occupy Paris and Bordeux? Does France surrender without a Vichy possibility? If the British have 15 full strength divisions or more in France at that time then a Vichy surrender is not possible by the terms of 43.7
I suppose options are France carries on fighting until Vichy terms are met (if the German player desires?) OR complete French surrender occurs immediately.

Has anybody ideas on the Balkans issues I raised a while ago? This was Bulgaria surrendering if the Soviets conquer Romania and occupy Bucharest in say 1940. Should this occur and does it impact on the political point level i.e. a violation of Bulgaria by the Soviet player?

In both cases how will this be factored into the new computer version as well as in the Board version?
