I would continue the no stacking rule elsewhere.

It wasn't that the French operated a non cooperation rule in France, 
rather a primacy of the French type of behaviour everywhere. Very proud 
of their national identity,and mindful of the fact that they were THE 
major power fighting the Germans, with limited assistance from the 
British, such arrangements as led to the loss of effectiveness of 
British and French combined ops would have spilled over everywhere.

With the Fall of France the French very much felt suddenly that they 
needed the British and realised to their chagrin that they were now very 
much the junior partner, and had to make accommodation with them. Hence 
the effect disappeared.

It also makes for universal coding, a situation that is much happier as 
it demonstrates that the simulation is holding up in the world created 
for it, rather than being "bodged" and patched with special rules to 
allow it to be consistent with an uncooperative real world.
