I like the idea of the troop reporting to vary in quality. But how the
reports are generated could themselves lead to more information. As an
example, if it randomly adds or subtracts units, then I can look for the
base report over time to give me a feel for what is actually there.
I would suggest adding a button to allow the player to either hide or
inflate the number of troops. The default would be to hide, but on a country
by country basis, you could also try to inflate the number of troops. Thus
if I want him thinking France while I am thinking Crete, I would inflate
troop counts in England and deflate them in Egypt. In inflate mode, brigades
would automatically be reported as divisions, a division would be reported
as 1-3 divisions etc.
I would also suggest that the report start with what is really there, then
use the % to change the number, type, etc in the report. Then this would be
the basis for the next report. So viewing report to report would give less
clues.
The whole idea is to simulate the tricks played in the actual war (for the
armies that were not there) and to simulate the natural desire to deny
information to the enemy about the number of troops.
Another possibility is to change the reports from exact units to force
ranges. So you don't get to know it is 5x8-10, rather it is 25 to 50 combat
points. The "misinform" would option would let you increase or decrease the
report by a range. Once a value is set, there should be a certain
"reluctance" for the system to go up or down a range. Removing or adding
troops will tend towards the range reported to follow the direction of the
change, but no guarantee.
