No! Only jumps if Soviets are at Limtied War  and Rumania is not already 
activated as Axis Ally.  Same for Narvik only  applies if Allies DOW Norway.



These are for illustration. We set conditions, and if we are not very  
careful, the triggers activate in unenvisaged ways.
 
A bit like inadvertently booby trapping the simulation. Soviet war  
production is exactly that sort of trap...tjhe clever gamers could find no  downside to 
triggering an early dust up with the Germans in 1940, it took  pressure off 
the French, whilst at the same time preventing the much weaker  German army 
from seriously straining the Soviet buildup.
 
As your reply shows, there are a lot of ancilliary conditions that have to  
be programmed in, and some are by no means obvious, especially as this is  
largely ungamed and unexplored territory.
 
Result used to be a ww1 style match on the Soviet border in 1940/41,  coupled 
to a desastrous production mismatch in 1941/42 with the Axis being  buried 
later u nder a steamroller with only a low production multiple to give  effect .
 
The greatest fear to a simulationist designer is the phrase...'may you live  
in interesting times...'
