I would accept this has a house rule, but then might insist on 3 Soviet PC captured, not captured or surrounded as I suggested earlier. I would need to game it to see the effect. Minsk and Kiev in particular occupy rail nexus that are difficult or impossible to bypass which would mean the Axis would be attempting to prosecute the War OOS and fully fortified bands in front of Moscow, Rostov etc.
c) Agree that the German production multiple should be coupled with the state of war with the USSR. This will also go far to preclude the "wait until 1942 and clear out
Africa" gambit. If the Soviets preempt the Multiple should go up sooner than 12/41. Should the Axis fail to invade by 9/41 the increases at the end of the year are delayed.
Yep! I agree with freezing the Axis Production Multiple at 6 unless the Axis are at Total War with the Soviets. I might also be willing to give the Soviet's Limited War production, if the Axis don't invade by 9/41 as well.
d) Agree that either the transition should be gradual, or that it should be controlled probablistically. Given that the militia mobilization can only take place all at once the
Soviet player might perhaps be offered the option of foregoing their accitvation in place of relief from Arms center disruption.
Not sure exactly what you mean by this.
Do you mean trade all the militia or just the ones on map? (I'm going to assume you mean the one map PC). Since I can always kill the requisit 100 units before 8/41 production cycle we are talking about 1A point for a max of 25 Arms Centers or 125 Arms points maximum lost due to Arms Center Disruption.
The on map PC would generate 6 Militia each maximum for a total of 18 X 6 = 134 Militia 1-4 which have a production value of 134/4 = 33.5 groups or about 34 arms points and 67 personnel points. If we considered the militia for all 25 PC it would be 150/4 = 37.5 groups for 38 arms points and 75 personnel points.
The question then becomes is it adviseable for the Soviet player to trade a maximum of 125 arms points for a loss of 34-38 Arms points and a loss of 68- 75 peronel points. I certainly wouldn't be willing to trade a maximum net gain of 91 arms points for a loss of 67 or more Personnel Points. Especially when you consider that any arms center you move is going to be individually disrupted for four turns and that 6- 9 of these will need to be moved in 41 for a loss of 24-36 arms points. This is going to reduce your gain down to 55 to 67.
So in essence you are swapping out arms and personnel points on a one for one basis. If you forego the Militia placement and avoid Arms Center Disruption.
Of course you could just say only 1-4 emergency divisions can be built in 41 and do away with the arms center disruption entirely.
