The Baltic is separated form the High Seas by the Skagett<sp?>. To transit to
the Baltic the Allies or Soviets have to first gain control of the intervening waters.
The Skagerret borders on the North Sea so any units landing there to seize the
needed port (see BWIE for which ones) are first subject to German North Seas intervention.

The limited war rules are a kludge. Without some means by which the Soviet Union
can strike first, the Axis is allowed to nenude the Soviet Borders entirely. Thus SPI
came up with Limited War.
Under limited War the Soviets get to rearrange their forces the way they wish and
fortify the frontiers as fast as they can. The production system has more Arms points
to work with and there are fewer restrictions on what may be produced.
The Downside is that since the Soviet Union initiated the war, it is not allowed to ask for
the same sacrificies from its economy.

The problem is that the trigger for a TOTAL WAR economy requires cooperation
by the Axis forces,; if they surround rather than conquer the personnel centers, then TOTAL
WAR never begins. There is no official errutum for this, but the LA group received an official answer
to a similar querry:
The reply was "players may create a house rule whereby a city is considered to have fallen when it no
longer provides personnel points."
Hank Meyer, posted an extended group of limited war rules underwhich the USSR could offer peace and if
the AXIS declined Total War began the next turn.
