OK, a couple of off the cuff responses to the questions. These have NOT been researched, but it sounds like the german player is a bit of a pain.
1. The 6-5 should be eliminated. This is by infrerence from other SPI games, checking the Living Rules, "all defending units MUST retreat (or be eliminated) on Combat Results of "Br," "Dr," "Ex," 1/2Ex" or "De"." Duh.
2. No, I'm not going to look this one up. Don't the Allies have to trace Sea Movement (Through) the North Sea Interdiction Zone to reach Kristiansand and Oslo?
3. Soviet Limited War. OK, you have had your exercise in Alternate History. The rationale seems to have been that the Soviets really were in achaotic state in 1939-41 (See any of the popular works on Barbarosa); So, there were realistic limits on what the Soviets could have acomplished. And the game does not deal well with "What It's" that deviate too far from the script.
In many ways WiE is a "Scripted" exercise. The Germans can run around on their European tour, 1939-1941; Then, er, things start to fall apart for the thousand year Reich.
The GAME requires goodwill and good sense from all parties. It's OK to experiment with a more "activist" (competent?) Allied player in 1939-41; But don't run around looking for things to do. The real action is in Barbarosa and the East, ignoring this requires to much fiddling with the game economics and mechanics. Thus the KC "Germany Must Attack the USSR" rule, a crude (but easy to implement) mechanic.
Your game should FLY though those winter of 39/40 and 40/41 cycles. Fiffteen Minutes each, tops; Or someone is trying to hard, and I don't want to bother to play with them.
One of the cuff suggestion, because this is BWIE, if there has been no "Barbarosa", freeze the German Production Multiple on 7/41; Just like the Allied Reinforcement Marker, it will not advance until the Russians are at Total War Production. Maybe even reduce it?
Because this is historical la-la land, no one really knows what would or could have happened.

Dear All,
Didn't get much in the way of response to these questions. I know many of you may be debating the finer points of rewriting the game for CWIE2 but any comments gratefully received.
I'm in the midst of a BWIE game and a couple of queries have emerged.
1. A 6-5 is amphibiously assaulted and has nowhere to retreat to, and thus is unable to fulfil the requirement to so as a result of combat. Is it completely destroyed i.e. does not form a 1-5?
2. The Axis North Sea coastal defence interdiction rule stretches to the southern ports of Norway but not Kristiansand or Oslo. In the game we are playing the Allies have reached Kristiansand and Oslo and opened them up for the RN. They can land troops without fear from the Axis coastal forces in those ports, but if they land in the High Seas ports in Southern Norway they are still subject to interdiction. Odd?
3. The Germans have pushed into the Soviet Union whilst the Soviets are at limited war. They have captured two starred cities and surrounded a couple more. They are closing in on Moscow and Leningrad. The Soviet player knew the rule and took the risk but is carping about realism. I'd be interested to see views on the historical underpinning of this rule. Two major cities will be captured, a couple completely surrounded, Leningrad isolated and German troops a few miles from Moscow, and the Soviet Union still not at total war. What's the rationale? It does raise the issue of whether there should a fixed gamey device of capturing three cities to trigger total war, or if there should be a more random sliding scale which would introduce an element of doubt into the German and Soviet players' planning.
