We have to remember that the game was designed from the outset with none of  
this in mind. As a result attack results are postulated on full scalle 
offensive  behaviour with little held back, and is suitably bloody. The assumption  
underpinning this is that in game terms major ground action is less frequent  
with a consequent high wastage rate. If one were to engage in combat to improve 
 the military, then the economics will have to be tweaked to reduce costs to  
enable the system to support the 'learning' experience, which under less  
favourable crts will be quit punishing.
 
The presence of units in neighbouring hexes does not imply a lack of  combat, 
merely that a largescale offensive is not taking place. At divisional  level 
and below significant wastage and learning is taking place, and units are  
coming up to speed in basic fieldcraft from 'Green', albeit these events are  
'below the parapet' in terms of counter strengths.
 
If the attrition option is implemented, and changing unit strengths you  will 
find that the improvements 'seem' much more haphazard and disguised by the  
vagaries f the battle field, and the sudden stepwise rise in capabilities are  
much less 'in your face'.
