I believe the DG rule on partisans not forming from an overrun is incorrect.? An overrun is a form of combat, however one sided, even though in game terms it does not take place during the combat phase.? As soon as the overrunning units have departed the battlefield, the remnants of the defenders may choose to take up arms as partisans.? We have witnessed this in Iraq.
