Okay! I found SPI rule 31.13 "an unlimited number of [Allied] Partisan Cadre 
may occupy a single hex." and SPI rule 31.24 "an unlimited number of 
[Allied] Partisan Units may occupy a single hex."

However, both these rules apply to Allied partisans.  Yugoslavian Partisan 
Cadre are formed when their parent units are eliminated. Since the parents 
units were subject to stacking limits, logic says that there will never be 
more than four cadre in a hex.

I haven't run across the errata rules you mention yet.
