Rule [50.45]  seems clear to me. Units and divisions can't, so cadre can, go 
in axis ZOC. The Yugoslavians don't ever have a cadre pool so I'd steer 
clear of  making one.


As the partisan groups shifted bases and moved around a bit as the situation 
demanded, I wouldn't limit them to the 1941 army deployments. They received 
allied material support (which emphasised different groups at different 
times) and stole a lot of Italian weapons as time went by.
