One war that this could be done, might be..

Disbanding a partisan (rather than a cadre) next to a TC?

Most of the coding for this is already in place...

A TC might be railed forward to th nearest personnel center in those 
games, and the normal coding could be used, hopefully making such a 
position simpler to code.

The recovery of points could then be implemented merely by using a 
production routine,  'donating back' points instead of taking them.
