I believe we have unanimous agreement that it was SPI's intention that
Yugoslavian Partisan Cadre be formed even when units were eliminated by
overuns. There is a minority opinion that suggests current behavior
(Overruns do not create Cadre) be retained as an option.
I will pass this information on to the programer.
We have a bit more varence when it comes to placement of Cadre. I think the
positions are:
1) Cadre always placed in hex occupied by unit when eliminated as rules
indicate.
Close agreement with current rules, but large disconnect between free
deployment allowed in Post-1941 campaign and scenario setup instructions and
location of historical partisan activity.
2) All units eliminated go to a Cadre pool. Once Yugoslavia Surrenders then
the Allied player can start placing the units in any hex not in a Axis ZOC.
Close agreement with free deployment and historical record, completely
changes the "formed where they died rule--DRT."
3) Same as number two except defender has choice of Cadre placement in hex
occupied during elimination or pool for later placement. (I think we can
use defender retreat orders to indicate a preference. I.E. No retreat = in
hex. Always retreat = go to pool.
Number 3 seems to give the best blend of the DRT Cadre rule and free
deployment allowed by the Post-41 setups.
4) Same as 2 & 3 above except placement is in any hex not occupied by an
Axis unit.
This would greatly change the nature of the partisan operation in the game
from an annoyance to a major problem and might be overkill.
If using a pool the cadre would be placed:
1) One per turn until all have been placed.
2) Placement would be dependent on successfull die roll.
Thoughts on Pools, hex-location, placement quantities and odds.
