I'd reverse this:  combat, overrun, surrender DOES create a cadre.

The partisan part of the game is broken if the Axis can easily  
prevent Yugoslavian partisans from even forming.  Standard tactics  
generally are to send the Wehrmacht on an early partisan hunt so that  
no one has to worry once into the USSR.  There's a brief time frame  
in the tag end of 1940 when the Germans can spare the troops.  If  
France 40 is fixed so that France falls early, the temptation to  
eliminate partisans once and for all will be irresistable.   The  
"errata" makes things worse, like so many of the ill thought out  
changes to WIE.  Why perpetuate a mistake?

If programming cycles are to be spent on changes, how about this  
house rule for partisans:  Each month, the Soviet player gets to roll  
dice for partisan placement in Yugoslavia:  1D6 for each 6 or  
fraction of 6 cadres or Divisions currently on board.  A new cadre  
appears on a 5 or 6.  The limit is the counter mix.  Partisans can be  
placed in any hex not physically occupied by Axis units.  Partisans  
can leave Yugoslavia.

We've used this, and it works well.  The incentive is to take down  
Yugoslavia with minimum combat, and the partisan war doesn't get  
started very fast, but if you leave the partisans alone they will get  
more dangerous by the cycle, and eventually they will demand  
attention.  If you wait, you'll have a weak enemy army group in your  
base area.
