Again in order to satisfy any purist that may say the rule is 
interpreted as x, y and z I would suggest an optional rule of allowing 
the cadre to be created even if by overrun (as per the grandfather rule 
i.e. War in the East 1st edition) and the default ruling is overrun does 
not create a cadre.

Satisfies both worlds and should not be that difficult to implement.

We are close to shipping in Feb, but still a lot needs to be done in my 
opinion, I would think a more realistic time frame is April to May.
