Also noticed that while Mainland Vichy did become "Vichy/Neutral",  North
Africa and Levant remained "Allied" instead of becoming neutral.

Vichy was declared rather late. I had missed something - don't know if it
was intentional. Paris was occupied vichy rolled for and missed. But I ended
up moving the german unit out of Paris. Did not notice that Vichy was no

controlled if there is not an Axis unit in Paris that Vichy will not roll?

 

Even at that the computer seemed to roll three 1's on a roll before Vichy
was declared. Has there been a statistical study done on the random number
generator? I have no actual statistics but it seems that there are a lot of
either 1;s of 6's - no proof - just a gut feeling.

I think you will find that Paris has to be garrisoned, and by the correct
units.

This is needed for looting as well as for rolling for Vichy...

Looking into the recesses of a somewhat fractured memory just at the moment.
