I have been through two production cycles 0 still no Vichy units.
Vichy was declared rather late. I had missed something - don't know if it
was intentional. Paris was occupied vichy rolled for and missed. But I ended
up moving the german unit out of Paris. Did not notice that Vichy was no
longer being rolled for. Is it intentional that even though Vichy is German
controlled if there is not an Axis unit in Paris that Vichy will not roll?
Even at that the computer seemed to roll three 1's on a roll before Vichy
was declared. Has there been a statistical study done on the random number
generator? I have no actual statistics but it seems that there are a lot of
either 1;s of 6's - no proof - just a gut feeling.

How far did you proceed after vichy was declared?
i.e. Did you run on a couple of turns to see if Vichy placement was
deferred?
