Steve/Carl,

The victory screen has a provision for enemy and friendly losses.  We can 
adjust the victory conditions to include losses suffered or inflicted if we 
want.

However, given the one week turns most of the countries should fall fairly 
quickly.  Poland can hold out for two or three turns if the Allied player 
uses his no retreat orders and three to four if we add in a percentage of 
losses.

Holland went down very quickly.  You could merely redeploy a single 3-4 to 
Hague to make them hold out for two or at least not make it a sure thing or 
edit the victory conditions to include a % of losses.

The same is true of Belgium. There is only a slight chance of a one turn 
surrender with the 1940 campaign and scenarios given the crappy jumpoff 
positions given in the deployment instructions.  The biggest change is 
playing from 1939 and adjusting the builds and jumpoff positions so that the 
Axis have exactly what they need to assure success.

Anyway, all of this is adjustable with the current code, so anyone will be 
free to play it out anyway they want.
