I would modify that and say,
I don't see the grounds for resistance cells getting underway until 
after the failure of Sealion...
Before that there was no future, that anyone could look to,
after, the invincible 3rd Reich...wasn't quite so...

And the beaten British, suddenly did not look so hopeless...

Maybe the test might be...

Partisans may only be placed in these conditions.
Germany is at war with Russia
London is allied controlled

you can start placing partisans...
