When I look at the rules for CWIE1 (the most accessible rulebook), I
do not see a "10-1-10 ART". 

I do, however, see a "10(1)10 Art Corp". 

I take it DG/CWIE2 has a slightly different way of displaying the
factors on the counters? It's not that I have a preference for one
format over the other, but I don't recall anyone mistaking the "1" in
"10(1)10" for a range: perhaps SPI knew what they were doing.
