John,

In the very first game of War in the East 1st Edition on page two it 
shows  a graphic of two sample units (3.21)

One is a German 6-5 XX and the other is a Soviet 10-1-10 Artillery 
Brigade, for the Russian Artillery it clearly states:

Unit Symbol, Unit Size, Attack Strength, Defense Strength and Movement 
Allowance.

This was always understood when WIE came out in 76.
