Tweaking is fine, that was just an illustration of how the existing
chart could be (easily) adapted to produce a less-random but still not
fixed effect.

And, checking the rules more closely, the probabilities shown were for
each week individually. This, of course, will not do: once the weather
changes within a cycle, it should stay changed to the end of the
cycle. So perhaps a week-by-week chart would be better -- one giving a
greater probability of a longer Clear period, if that is desired.
