I knew the rules - my issue was I did not know how to disband the units - I
do now.
There is a "bug" in that after I edited the hex using the in game function
"which of course I should not have done - but it was the only way I could
think of to fix the problem - the game still thought the hex was over
stacked.

No bug, it is part of the rules. You have to disband a few units. Here are
the DG rules:
12.1.1. There is no limit to the number of units that may enter or
move through a hex during a Game Turn, as long as the Stacking limits are
strictly observed at the end of each Phase. Units may never occupy a hex at
the end of any Phase in violation of the Stacking limits. At the end of any
Phase, the Enemy Player may immediately eliminate any units in violation of
the Stacking limits. (Exception: see 12.6.2)
In this case, it is the owning player (not enemy player) who must remove
his/her units in excess by disbanding them, by pressing the disband button
(see attached picture). Here you (as the Allied player) must disband 8 of
the 12 Belgum units.

Germany has attacked France/Hollad/Belgium.
Three hexes with 4 Belgium units in each are surrounded. Two of the hexes
are attacked and forced to retreat resulting in 1 surrounded hex with 12
Belgium units. The Game let me move on with the German turn. When I got to
the Allied turn of course non of the surrounded units could move. At the end
of the turn I got the message telling me I had 1 over stacked hex and that I
had to relieve the overstack situation before I could leave he phase.
I had no way to relieve the overstacking - could not move and from what I
could see no way to disband any of the units.
I figured - OK we have a bug but in the meantime I tried to use the Hex
Editor to fix the situation. I removed 8 of the units leaving 4. The game
still tells me I cannot exit the phase until I relieve one over stacked hex.
There are no other over stacked hexes and the one hex that was overstacked
only has 4 units (I then tried to remove 1 more leaving three - but I still
get the error. I even cleared the hex completely and still no luck.
Obviously using the "edit hex" function did not clear the overstack flag.
Course the real bug is that the game did not give me any way to relieve the
overstack and then hung me up because of the overstack.
