Understood - the problem is that using the move routine is that since the
hex is occupied you cannot move into it anyway.

As a General rule, if you can move into a hex, then you can attack it.
Usually looking at possible moves during a movement phase will give you 
most of the information on that score...and the rest...one puts down to 
local knowledge and a fine appreciation of the lie of the land.

I.E. memory and skill
