Hi Jim good luck with your deployment.

Anyway, I think you guys are making the question too complex.  The situation 
is really very simple.  If they are no AP assigned to an Air Front at the 
start of the Air Combat Phase, should the computer calculate a "theoretical 
air range" if there are no AP to use it.

We are trying to simulate a board game on the computer.  If we tell the 
computer to calculate the theoretical air range, it assumes there are actual 
AP that can use it.

The theoretical air range is used to determine when a player is vulnerable 
to extraordinary air interdiction, how much information to disclose under 
FOW, where you can fly your ATP, etc.   If you were playing face to face you 
would not have a theoretical range.  Instead you would have to demonstrate 
that you did indeed have AP on the Air Front in order to justify your 
actions.

All I am pointing out is that you need to have AP in the available box on 
any Air Front in which you want to project air power (They don't have to fly 
any missions, just be availble, a force in waiting).  The theoretical air 
range is based on a player's ability to project air power.  If there are no 
AP on an Air Front there is no ability to project air power and the computer 
should NOT calculate a theoretical air range.
