Bruce,

Not a glitch persay, but they need to be assigned to an active power first. 
Then you need to edit the reinforcement templates to add the desired neutral 
units (Currently only the units for the major combatants are listed to avoid 
clutter).  Then go back to the reinforcement track for whichever power you 
temporarially assigned the neutral country too and add the new 
reinforcements to the track for that player.(Axis/Allied/Soviet)  Save your 
changes.  Finally go back and change the status of the country back to 
Neutral.  The reinforcements should remain on the track and become available 
once the country is involved in the hostilities.

Normally, France, Finland, Hungary, Rumania, and Italy, and are the only 
countries which "get" reinforcements. But only France and Italy are 
currently found on the track.  Nations such as Finland, Hungary, and Rumania 
receive a set number of reinforcements on a cycle by cycle basis.  Others 
like Greece and Norway get mobilization reinforcements.  Most of the other 
beligerents fell so quickly that there was no time to train replacements or 
new units. Ergo no reinforcements in the game.  The remainder were able to 
avoid the conflict and so their actual capability reinforcement wise is open 
to conjecture but again most of the others were also weak militarially so 
they would hardly be considered players on the international scene.
