My position is that the moment of appearance (in the game) represents  when 
the units transition from the reserve training army, and become units  subject 
to the command of the field army.
 
But as we know such units are not at their most effective, and lacking time  
to bed in, or function as fully fledged battle units is not at that moment. 
The  units are technically capable of holding the line, but are, in practice,  
anything but effective, cf the German units thrown into Arracourt in '44. Well  
equipped but practically speaking  inept, the units performed badly and  were 
shown to be an expensive waste of effort, being better suited to a reserve  
role until later.
 
The consideration being introduced to the  gamer is, not everything  works as 
it should "just out of the box". This serves to make sense of the  reasons 
for stationing 9th and 10th SS outside Arnhem, and the delay before  Kursk even 
though most units were technically available, and the delay after the  spring 
muds, before major operations were started by the Germans.
 
The degree to which this can be applied is infinitely variable, to allow  for 
these considerations to be studied and tweaked until players find their  
level of comfort with the concept.
