I would tend towards the maximum number of partisans being equal to the
short fall. If I need X divisions to garrison a country, then having X or
X+100 produces the same result. No partisans. I do not get to store up
"repression" or get more loot.
If I am justly slightly deficient (e.g. X-1), then I have opened a window of
opportunity for partisans, but overall I have the window shut. Should having
all but the one division produce the same result (with only the time for
building up to the point) as withdrawing the entire garrison?
Note that this interpretation would greatly limit partisans in places such
as Denmark or the low countries as they have a small garrison. But this also
makes sense. Small country, small garrison, smaller pool to recruit
partisans from, so smaller maximum partisan presence.
This interpretation also assumes that if the garrison is restored to the
full X, existing partisans are not immediately eliminated, but must be
withdrawn by the allied player or destroyed.
