I think you are missing the point. The example is not about Air/Sea Interdiction. The example is about EXTRAORDINARY Air/Sea Interdiction.
Under the Extraordinary Interdiction rules so long as you are within Air Range you can avoid it, but if you have no airpoints on the Front at all (not just none flying) should the computer calculate an air range for that front.
Extraordinary Intedriction allows a player to intercept enemy convoys even when they have not assigned AP to Air/Sea Missions. It seems logical that in order to block this interception there must be enemy AP available on the Front. So if no AP on the Front then no Air Range Calculations.
IF no Air Range calcualtions then automatic Extraordinary Air/Sea Interdiction in enemy air range, no disclosure of enemy positions due to air recon when playing with FOW, full Air Movement range,even when out of Friendly air range but within what would be enemy air range (and thus blocked) if he had any AP on the Front.
As you can see there are a number of areas where the computer calculates a theoretical air range and then assumes there are AP available to use it.

My personal choice is that if for whatever reason a player abandons or is driven from an Air Front and no longer has even a single AP in the available box then the Air Range for that Front should be Zero.

It does not matter in your example if the Soviets have any Air Points left. What does matter is if the Germans actually put Air Points on Air - Sea Superiority Missions.
[13.34] Air-Sea Interdiction attacks can occur only in a hex which is no more than 12 hexes from a Friendly supplied hex (see 14.6). Air Points which are on Air-Sea Interdiction Missions automatically attack all units attempting to use Sea Movement within their Air Front, so long as their 12 hex range is not exceeded. They may trace from different hexes when attacking different units.

The question came up in regard to Soviet Sea Movement in the Baltic after Barbarossa. The Soviet airforce is destroyed and no AP have survived. However, the Soviets are able to freely sail between Baltic ports without being subjected to Extraordinary Air-Sea Interdiction.
So to repeat the question. Does a player have to have at least one AP on a Front in order to have a theoretical air range?
