No.
It does not matter in your example if the Soviets have any Air Points
left. What does matter is if the Germans actually put Air Points on Air
- Sea Superiority Missions.
[13.34] Air-Sea Interdiction attacks can occur only in a hex which is no
more than 12 hexes from a Friendly supplied hex (see 14.6). Air Points
which are on Air-Sea Interdiction Missions automatically attack all
units attempting to use Sea Movement within their Air Front, so long as
their 12 hex range is not exceeded. They may trace from different hexes
when attacking different units.
