Yes, they are. Before Sept. 1943 (!) Any US sub attack gets a -1 on the
die.
A sub flotilla may try to locate any TF within two zones of it's location.
To do this it rolls 2d6, needing a 10 more higher to locate. The only
modifier is a +1 if the TF did not move a zone.
If it rolls a 10, it can attack the screen, a DD or DE.
An 11 lets it attack any ship EXCEPT a CV. A 12 lets it attack anything.
Once it's located a TF, the the TF player checks ASW. He rolls a D6. There
are modifiers based on the number of escorts, any ASW planes that are up,
shallow water, weather, and if the sub has an Ace commander. If he rolls a
6 the sub is driven off, no damage. A 7 sinks the sub, but the sub gets to
shoot first. 8 or higher, the sub is sunk before it shoots.
The submarine rolls a d6, adds it's modifiers, for the ship's size, being
stopped, or US torps :)
It needs a 5 or higher to hit. If it hits, you roll on the torpedo damage
table.
So, the US player got to roll some 21 times for location.
Even with me doing the rolling, the subs will get some chances :)
