Turkey.

The article that goes with the counters, "The Sick Man of Europe", is found in
General 31.1.

The Peckiluan counter is clearly (IMO) Turkish, and it matches well with the
original Turkish 1/2" counters that came with the game.  (Perhaps you're
referring to the original ADG edition?  In my TAHGC edition all the 1/2"
counters are a consistent shade for each nationality -- although the larger
corps counters often *are* a different shade to the 1/2" counters, there's
still no trouble distinguishing between them.)
