[Consim-l] Empire in Arms Leader Expansion Question

Howdy Gents,

Many years ago, in the General Vol. 30 No. 6, an leader expansion for Empire 
in Arms was created, and counters produced and sent out to subscribers. 
Tonight I was going through my EIA game and found amongst those variant 
counters the following Leader Counter:

Peckiluan 2.2.1.B

Does anyone remember what nationality that counter is for?

I'm afraid this game's counters were so poorly done that their colors don't 
match even within the game's original counters, let alone the expansion set 
produced by Avalon Hill.  Consequently I can't identifiy this counter as 
belonging to any specific nationality.  It's colors are a cross between 
Russian and Ottoman, but honestly I can't tell.

Does anyone have an idea about what nation this counter this belongs to?
