There isn't much point in continuing this thread with generalities.

If you care about this so much, why don't you post the specific
relevant parts of the Maiwand rules and explain how people are
misreading them? It sounds as if there are 2 parts, one where the rule
appears, and one where people think the rule applies but it actually
doesn't appear in the rules.
