I agree this is a problem with many naval games. Along these lines,
I've heard praise (from Markus and others, I believe) for the old VG
Tokyo Express/Carrier solo games, for the fact that the player does
not know at the beginning of the scenario the precise composition of
the enemy force he is facing.
