Aye, you can download the first issue of the magazine online.  It's the one 
I use as a free sample.  The article is on page 41.

The problem with the RTC map is one in which you'd need the aid of an artist 
to make the map look like something.  Just scanning it and re-printing it 
wouldn't help much.  You could easily enough take a Line Tool and re-draw 
the area boundaries.  You'd need to pay special attention to those borders 
that were canal borders so that they were drawn in Blue.  But, yes, the 
first job would be to sccan the original map.
