There are a couple of first-generation (i.e., you can buy 'em real cheap now) PlayStation 2 games that are turn-based strategy:
Kessen: Feudal Japanese warfare. IIRC, the gameplay is similar to Combat Mission on the PC in that you give your troops orders and then watch them execute them. (It might be RTS though.) There is also a Kessen 2 and possibly Kessen 3.
Ring Of Red: The concept is pretty bizarre. It takes place in the 1960s under the assumption that giant mecha have become the standard military unit. There appears to be an Axis-Won-WWII angle to it as well, but it doesn't go into too much detail about that in the English translation. :)
There's also the Romance Of The Three Kingdoms series that handles warfare and civ-building in ancient China. I think they're up to version 10 now.
Then there are the "Tactics" games -- Final Fantasy Tactics, Ogre Battle Tactics, etc. These are turn-based battle games with fantasy themes. Most of them are PS1 games, but they'll play on a PS2.
