Microprose's "Pacific Air War", circa 1996, Microsoft's "Combat Flight
Simulator 2", circa 2000, as well as the Pacific version of the Il-2 sims,
allow you to do this via flight sim.

Various past and modern pc wargames also allow this from a fleet command
viewpoint.
