This document provides the online charter of CONSIM-L, charter change procedure, and some practical information for subscribers.

Charter:

CONSIM-L provides an unmoderated environment for discussion of historical conflict simulation games, including boxed games from such publishers as Gamers and GMT, and games published as inserts in magazines such as Command and S&T.
The explicit purpose of CONSIM-L is to provide a platform for the discussion of recently published games, but discussion can range over the general topics of conflict simulation design, military history, tactics and strategy, game collecting, convention and club announcements, or any other topic related to conflict simulation games.
As is the case on all unmoderated lists, the discussion and topics are only limited by the participation and interest of its subscribers. Subscribers are welcome to take an active role by posting and/or an inactive role by monitoring the list. Although not necessary for participation, it shall be assumed that all subscribers are basically familiar with board wargames.
As this list is devoted to the discussion of conflict simulation games, discussion of other sorts of games (such as RPGs and CCGs) is discouraged. Discussion of particular conflict simulation games which have their own lists should be minimal, to avoid duplication.
Frequent commercial and/or 'for sale' messages from the same source also waste bandwidth and are discouraged.
Change procedure:
----------------
The following Online Procedure for Changing the Consim-L Charter applies:
(1). On the first day of each month a list administrator will post the Charter to the mailing list. On even-numbered months only a subscriber list will also be obtained.
(2). Any proposal(s) to change the Charter must be submitted to the mailing list within 24 hours of the date/time of the posting in (1) on even-numbered months. Each proposal must clearly state the change(s) it proposes. Changes must be practical to implement. Each proposal must name a proposer and 10 supporters, all of whom must be on the subscriber list obtained in (1). No subscriber may propose or support more than one proposal. A list administrator may not make or support a proposal.
(3). If any proposal(s) are received according to (2) then the list adminstrator will post a call for confirmation of the first to the mailing list. The proposer and all supporters of that proposal must confirm their support of their proposal by an email to the list administrator, within 24 hours of the call being posted by the list administrator.
(4). If a proposal is not confirmed as in (3) then the list administrator will post to the mailing list the next such proposal received (if any) and so on until either a proposal passes (3) or all fail.
(5). If a proposal is confirmed as in (3) then all following proposals (if any) are discarded. The list administrator posts a call for votes to the mailing list. Votes are sent to the list administrator who records each vote against the voters name on the subscriber list obtained in (1). Votes submitted by persons not on this list or subscribers using more than one email address are void. Voting ends ten days following the date and time of this call. A list administrator may not vote.
(6) When voting ends according to (5) the list administrator posts to the mailing list the subscriber list containing recorded votes, and the totals for and against the proposal. A majority is needed to carry a proposal. If a proposal passes its changes are made to the Charter at the time of the next posting of the Charter, according to (1).
(7) The list administrator's decisions in all procedural matters relating to (1) to (6) above are final.
(8) The list owner retains the prerogative to cancel any changes made by this procedure at any time.
